Product Overview
Oracle markets two different solutions in the HRMS space: Oracle HCM Cloud and Oracle PeopleSoft. This review will focus on Oracle PeopleSoft.
PeopleSoft is an ERP solution that integrates human capital management (HCM), financial management, supplier relationship management, enterprise services automation, supply chain management and campus solutions modules. It was an independent company until it was acquired by Oracle in 2005. We will focus on the HCM aspect of PeopleSoft.
PeopleSoft HCM provides comprehensive core and strategic HR features. It’s designed to accommodate large businesses with complex business requirements and is deployed either on-premise or in the cloud.
There are five modules within the PeopleSoft HCM. They are:
- Global Core HCM
- Workforce management
- In-memory labor rules and monitoring
- Workforce service delivery
- Talent management
More details on each module is in our Features section below. The modules are purchased individually (as well as each application within each module) but they all integrate together to form a comprehensive suite.
Features
Here are some of the key applications within each Oracle PeopleSoft HCM module:
The Global Core HCM module provides a company directory, self-service functionality for all users, real-time analytical tools and multi-national support for companies with locations in multiple countries. Other applications include:
- Benefits
- Payroll solution for both North American and global countries
- Pension administration
- Payroll interface for integrating with third-party payroll systems
The workforce management module helps companies maintain their workforce to manage their labor costs. Some of these applications include:
- Time and labor (that includes mobile capability for clocking in/clocking out)
- Absence management (one key note is that PeopleSoft integrates with Outlook so employees can manage their sick leave via their Outlook calendar/email)
- Resource management
- Travel and expense management
The in-memory labor rules and monitoring module is designed to help the global workforce make better labor decisions with real-time analytical tools. This module is built onto the Oracle Exadata database architecture. Companies can deploy any labor and time policies to their employees to ensure compliance with overtime regulations.
The workforce service delivery module is a dedicated self-service and collaboration tool that helps streamline common HR tasks. Some of the applications included in this module are:
- HR help desk
- Directory interface for integrating with various servers that use the LDAP network protocol (i.e., Microsoft Active Directory)
- ePay (for employees to view and edit any payroll-related information, such as banking information)
- eBenefits (for employees to view benefit programs and make any changes to their benefits enrollment)
- eProfile (centralized employee database where employees can update their personal information)
- eProfile Manager Desktop (for managers to find relevant employee information and request/approve transfers and promotions)
- Workforce communication for distributing surveys and other programs to employees
The talent management module provides applications that range from recruiting to succession planning. Some of those applications include:
- Recruiting
- eDevelopment
- eCompensation
- ePerformance
- Incentive compensation
- Enterprise learning management

- Services procurement
- Tutor (provides manuals and other tools to help employees with their job roles)
PeopleSoft has added a newer application called Remote Worker that lets employees submit a request to their manager for working remotely. Organizations can set up custom request forms, as well as an acknowledgement page that the employee can sign. Once the employee submits a request, the manager can approve or deny it. Organizations can also set up remote work guidelines for employees. Finally, managers and administrators can track the success of their remote/hybrid policies with analytics features that show metrics like work-from-home days, percentage of employees working remotely and more.
Another new feature in PeopleSoft is Gender Identity and Expression. With this feature, employees can self identify and display their preferred gender identity and pronouns in their profile. It includes configurable Gender Detail fields (e.g., Birth Sex, Pronouns), and administrators can edit the descriptions of each field.

Implementation/Integration
Oracle provides a basic step-by-step process of its implementation:

Like other vendors, Oracle offers training for its software. There are five types of training – classroom training, live virtual class, on-demand training, self-study courses and private events. Companies can choose from any of these training options, depending on their schedule, whether they’re willing to travel and cost considerations. Oracle does offer discounts on its training programs – notably a 20% discount if a user purchases the bundled training/certification package.
Customer Service & Support
Oracle also offers a variety of support services. First, there is the Oracle Premier Support. The Premier Support service includes 24/7 tech support, problem prevention and access to software upgrades. There is also the Lifetime Support Policy that allows software users to upgrade whenever they’re ready. Second, there is the Advanced Customer Service Support – this is ideal for mission-critical environments, such as IT departments in large companies.
Finally, there is the MyOracle Support portal. Users can access this portal to download software updates, put in a request for tech support and communicate with other Oracle customers.

- Pension administration: $85 per employee
- Payroll: $225 per employee
- Payroll interface: $70 per employee
- Time and labor: $110 per employee

- ePerformance: $105 per employee
- Succession planning: $70 per employee
There’s no minimum number of employees required to be on each license. Also, the prices don’t include any software upgrades or support; they’re a separate cost of each application.
